Since the first high-speed rail being built in Japan in1964, more than20countries and regions have been developing their high-speed rail system. For nearly half a century, the well-developed system has gradually become an important choice for people going out. Despite its late start, China is making a rapid progress, and it has become the country with the longest high-speed rail operation mileage in the world. Located in Nanning, the capital of Guangxi, Nanning Railway Bureau is under the jurisdiction of the railway lines which border Guangdong, Hunan, Guizhou and Yunnan Province, and is also the most convenient sea routes of the south-western provinces. According to the medium-and long-term planning of our railway, Nanning Railway Bureau will build a high-speed rail network with the "five vertical and five horizontal" structure, part of which will be open in2013-2014. The arrival of high-speed rail is both an opportunity and a challenge. Though with characteristics of high-speed, comfort, convenience, safety. It puts forward not only higher requirements of passenger drop, organization services, emergency management et., and also changed the competency demand of passenger personnel of Nanning Railway Bureau.Focusing on the Human Resource Management situation of Nanning Railway Bureau, this paper studied the competency cultivation of passenger employees of high-speed rail. First of all, it analyzed the necessity of competency cultivation of passenger staff from the external competitive environment and internal management demand. Then, acquiring the requirement characteristics of the staff of high-speed rail by literature analysis, internal data analysis and interviews with managers to build the model of competency characteristics of the passenger staff. Afterwards, design the competency requirement questionnaire on the basis of the model, and make the actual needs of competency nurturing clear. Finally, design Competency Cultivation Scheme for the passenger staff of Nanning Railway Bureau from the content of competency cultivation, cultivation mode, the implementation process, evaluation feedback in accord with the actual requirements of competency cultivation, and further probe into the safeguard measures that can guarantee the smooth implementation of the scheme.
