With China’s rapid economic growth, international communication increasingly deepening, Independent undertaking win more support among the people and a lot of industry elite to participate in their own business in the spring. Incentive measures play an important role in the enterprise’s survival and development, what has become the consensus of many enterprises. Comparing with mature business, most of the business enterprise’s are relatively lack of financial resource, staff incentive measures are more difficult to implement. Therefore, according to the actual situation to establish suitable incentive system become key of enterprise’s survival and development. But owing to lack of management knowledge and experience among most of the entrepreneurs, they usually can’t make suitable incentive measures. So based of internal demand and the resources mastered by the company, the formulation of the right incentives to the venture company is the necessary condition to realize the sustainable development of company.Incentive measures are the most important link between employee and enterprise that appropriate incentives can lead to win-win situation of positive cycle development for employee needs and the enterprise’s development. The paper takes a IT business enterprise as an example, using of Yale university Clayton, ORR dever proposed ERG demand theory as the guiding ideology and through reading the material, field visits, questionnaire survey and so on many kinds of ways to the enterprise from the beginning of foundation up to now of the deep investigation and analysis, focusing on the corporate different development stages for incentive measures can’t very well adapt to the needs of the staff and dramatic changes to the enterprise to bring the negative impact of the process were studied. At the present stage for enterprise employees demand status, taking ERG theory as the instruction, to formulate relevant incentive measures, in order to promote and ensure the enterprise development goals for the smooth realization of the latter, for enterprise’s sustainable development to lay a solid foundation, This article’s conclusion is that the timely fully understand and study the needs of employees change condition is formulated the basis of incentives, and to venture companies, ERG theory to staff needs to understand and study has a strong guiding significance.
