State-owned enterprises are the backbone of China's national economy. With the development of reform and establishing of market economy system, the management system of state-owned enterprises was being reformed step by step, management mechanism transferred constantly, market competition abilities increased, large quantities of state enterprises develop and strengthen themselves in this progress. There are also some state-owned enterprises can not adapt to the requirement of market economy, transferred their mechanism laxly, met difficulties in their production and management progress with their weak market competition abilities, and their financial benefits reduced in large range. All things considered, the reasons are various, but one of those reasons is very important, it is the lack of an effective stimulation system in state-owned enterprises, especially a scientific and rational stimulation system in state-owned enterprises. The fact of lacking of enthusiasm and creativity, leads to the exanimate status of state-owned enterprises.The human being is the most important, most active, most creative factor in social economy development and is also a fountainhead which makes the enterprise value grow. The state-owned enterprise operators are man-powers which own the most resources integrations, also are the most essential talented person to decide the enterprise prosperity and decline and the development. The state-owned enterprise operators have the significant influence to enterprise's management development; enterprise's fate is closely linked with their administrative actions. But fully arouses the operator's enthusiasm and creation is stimulation system constructing with the optimization. In the reality because the operator stimulation system's flaws cause its behavior the dissimilation, then endanger the state-owned enterprise's further reform, creates the massive brain, the state asset drains, it may be said surprisingly to behold. Therefore, to design scientific reasonable operator stimulation system, is currently the important topic all the world enterprises devoting to with the dedicated work and diligently solves, also is one of extremely active main research areas in the modern enterprise theorists at present. To enhance the state-owned enterprise's quality and level, an important aspect is to train and accomplish outstanding enterprise operator troop, to portray the environment and the soil for the operator to play the role.
