PPP Financing Model Research Of Chongqing’s Public Rental

China’s housing security system coverage level is incomplete and lead to possible social problems, which has become increasingly prominent, so the construction of public rental central was raised to meet this demand. Chongqing has also put forward a detailed plan:In the next five years, the construction of40million square meters of public rental listings for "sandwich layer". However, there has been a considerable gap of capital, bringing a tremendous financial kind of pressure. This paper proposes the introduction of PPP model in the financing of the construction of the Chongqing public rental.Firstly the research background and current research situation at home and abroad are described, and the overall arrangement of the paper and applied research methods. Then do the basic research for Chongqing to introduce PPP mode:the theoretical basis of the public rental; operators comparative analysis of hair on affordable housing finance practice in Singapore, Japan, the United States, Germany and Singapore, and with Chongqing actually come to a few an inspiration; Chongqing, public rental finance the construction of the state of the in-depth analysis to identify a face funding difficulties-the use of private capital and technology is seriously inadequate ". Based on those, we propose the PPP model applied to Chongqing’s public rental construction. First clear that this is necessary, and then on the feasibility of quantitative analysis of the game between non-governmental organizations and the government based on the principle of the qualitative and the gains of the civil society-oriented. The results show that operation of PPP mode is feasible. Based on this, the author conducted the design of the Chongqing’s public rental PPP financing mode, and the key factors, such as:the principle theme of efficiency and risk analysis. Finally, the author put forward some protection suggestions about operation.
