Real estate is one of the important pillar industries of Heilong Jiang Province’s economic development, and it has the high degree of industrial linkage, so it can promote and drive the extension and expansion of the industrial chain, and it is closely related with people’s living. To Heilong Jiang Province’s economic development and social stability, it has high sensitivity and forward position. In the early1980s, with the economic reform, the housing reform begins to be in progress as an important component of the urban economic reform in Heilong Jiang Province. The housing system in Heilong Jiang Province transforms from the physical and welfare distribution into the distribution of monetary and commercialization. And the dwelling house becomes a new economic growth points with the development of building, and the housing prices continue to rise. Especially since August31,2004the full implementation of the "bid, auction, hang" system of the land remising, the housing price has the substantial increase, even higher than the national average. The paper analyzes the evolution of the housing prices in Heilong Jiang Province, starting from the specific events that affect the housing price, through a multi-factor line regression analysis to identify the main factors affecting fluctuations in the housing prices in Heilong Jiang Province, and it applies the theories and methods of economics and consumer psychology to analysis the main factors, and it proposes the concrete and feasible proposals and measures. It has the theory and practice significance to improve the quality of the life and keep the market developing continually.In this paper, the Heilong Jiang Province’s real estate price fluctuations cause analysis mainly by the following five components:Part I:it introduces the background of the study, the purpose and significance of the study, the domestic and foreign research, the study contents and the major research methods.Part II:it introduces the meaning of the real estate market and the real estate prices, the characteristics of the real estate, and describes the factors that affects the real estate price.Part III:it does an initial research on fluctuation of Heilong Jiang Province housing price. This part firstly describes the index and the historical process of the housing price fluctuations in Heilong Jiang Province, and it shows that the housing prices are relatively high by comparison with the average level of the housing price in the same period; following, by the use of the multi-factor line regression analysis of the various factors that affect the housing prices, it finds that the average income of people and the land price is the main factor to affect the housing prices in Heilong Jiang Province.Part IV:it uses the theory and way of economics and consumer psychology to analyze the average income of people and the origin of the land financial problems and the mechanism of working based on the result of the third part.Part Ⅴ:it gives the specific measures and recommendations to avoid the severe fluctuation of the cities and towns’ housing price in Heilong Jiang Province.
