With the rapid development of market economy, the industry of Real Estate isconstantly showing new signs. The price of housing has risen time and time again.The basic housing demand of low and medium income family is becoming more andmore difficult to achieve. Improving housing security level has become the focus ofthe whole society. In the course of housing security’s development, our country hasformed integrated security system composing of low-rent houses, public-renthousing, economical housing, capped-price housing, and housing in run-down areasthat will undergo renovation. However, many parts of the country have one afteranother made new explorations on how to realize the maximal effect of housingguarantee, such as the measures of suspending the construction of economicalhousing, speeding up the construction of public rental housing, and combining threekinds of security housing into one have been explored in some areas’ housingsecurity. All these measures can be summed up into two aspects: Does every kind ofsecurity housing need to build? What is the proportion of constructing differentsecurity housing? Therefore, this paper attempts to start from these two aspects,studies the construction structures by standing in the perspective of government,and makes efforts on determining the construction structure of low-income housingto improve the overall level of housing security.By studying the research results of the Housing Exterior Effect Theory, theResidential Segregation Theory and the Sustainable Development Theory at homeand abroad, this paper analyzes the housing security problem of China in deep depth,the characteristics of each affordable housing, the demand and supply of eachlow-income housing. This paper also makes overall balance on different degrees ofeach kind of security housing. In order to meet the low-income families’ need of thelow-income housing, this paper makes construction plans for the government’saffordable housing from the aspect of cost-benefit, and attempts to establish theindex system of cost-benefit as the theoretical basis for the government to determinethe construction structure of security housing.This paper deeply studies on the subjective and objective factors of theconstruction structure of China’s security housing, regards the determination ofconstruction structure as a decision problem, compares and analyzes the advantagesand disadvantages of each decision method, and establishes the optimized entropyweight model to research on the construction structure of security housing.Moreover, this paper calculates entropy coefficients of indexes in the system of cost-benefit by the entropy weight calculation method, makes the entropy weightcoefficients as the objective function coefficients of the optimization model andmakes the mandatory factors that influence the construction structure as the model’sconstraint condition. This model comprehensively covers the mandatory andflexible factors of the security housing’s construction structure, and providespractical reference for the government to establishing scientific and efficientconstruction structure plan of security housing.From the study of the construction structure of security housing in Harbin cityby using the optimized entropy weight model, we can find that the demand ofurgency impacts the greatest on the construction structure of security housing,which deserves enough attention of the government. The construction structure ofsecurity housing after the model optimization not only adjusts the ratio of theoriginal construction structure, but also realizes the innovation of the constructionstructure. Therefore, the government can optimize the construction structure ofsecurity housing from the aspect of construction proportion and construction system,realize the sustainable development of housing security, and improve housingsecurity effect faster than ever.
