Energy is the cornerstone of the development of economy and society. Developing clean energyis turned out to be an effective way to realize economic, social, and environmental coordinateddevelopment,with the growth of energy demand and environmental pollution caused by relyingheavily on fossil fuels. China’s wind power resource endowments is good, wind power has becamethe focus of the government, investors, the scientific community and industry because of its socialand environmental benefits, the growing maturity of the technology, and gradually reduced cost ofpower generation.Due to the long-term dependence on traditional energy sources, Obvious pathdependent characteristics are showed in the development process of China’s wind power. In this paper,the dynamic development and policy changes of the wind power industry are analyzed, the problem ofthe wind power policy in the implementation process and the formation mechanism of the pathdependence of wind power industry system changes the path dependence are also discussed,characteristics of path dependence and traditional energy constraintion the development of windpower is depth studied. Path dependent of China’s wind power industrial system change ismathematical analyzed and the basic strategy of cracking the lock-in of path dependence is putforward,with evolutionary game model of internal and external institutional change of the wind powerindustry being set up. Based on the current situation of path dependent of wind power industrialsystem change,wind power policy is designed from the perspective of incentives, fund allocation ofR&D, quota system etc.; Finally, policy choices of the development of the wind power industry arebrought forward,such as the establishment of special support funds, improving the wind powerpolicies and regulations system, introducing clean development mechanism and other aspects.
