Facing the quick technological change, changing customers requirements,increasingly complicated and competitive environment, the telecommunicationenterprises must transform their closed end innovative ideas, and shift their focus ofenterprise management to improve the capabilities of collaborative knowledgeinnovation, in order to response the changes of environment. As the goal of synergyvalue to acquire knowledge, telecommunication enterprises will improve theefficiency of their knowledge innovation and reduce the risks and improve theirsuccessful opportunities of knowledge innovation and enhance their marketcompetitiveness, by strengthening knowledge sharing and collaborative innovationbetween their various departments within them and cross enterprises, and diggingsynergies effects between knowledge resources and activities.Telecommunication enterprises collaborative knowledge innovation involvestheir value chain, the upstream and downstream enterprise knowledge resources, thebody of knowledge and the activities of knowledge innovation. So it is necessary todevelop a powerful support system which is adapted to the development oftelecommunication enterprises to meet the requirements of the management of theircollaborative knowledge innovation. And the system development needs the guidanceof the theoretical model. Just as the main line of this paper is the telecommunicationenterprise collaborative knowledge innovation, the synergy between its knowledgeresources, collaborative enterprise and the activities of knowledge innovation wereemphasized. By the summary and analysis of the current research achievements ofdomestic and foreign scholars, aiming at the problems of previous studies, theresearch goal and the main content of the study of this paper were proposed, thespecific study of the following aspects were carried out.Firstly, the connotation and characteristics of the telecommunication enterprisesand collaborative knowledge innovation were analyzed, the concepts and functions ofthe telecommunication enterprises collaborative knowledge innovation system were explored, the investigation and analysis of status quo of collaborative knowledgeinnovation and problems in Chinese telecommunication enterprises were carried out,and their requirements of system were determined.Secondly, the evolutionary game analysis of collaborative strategies whichadopted in the process of collaborative knowledge innovation and the balanceproblems of the incomes from it were carried out, and the strategies which enhancethe collaboration between telecommunication enterprises were proposed based onthese.Thirdly, based on the above study, the business processes of telecommunicationenterprises collaborative knowledge innovation were analyzed, and then theircollaborative knowledge innovation system model were built, and the systemarchitecture, functional structure, key techniques, running environment, implementingstrategies and the main features were analyzed.Finally, the applicability of the model was verified through the analysis anddiscussion of the cases.From the model of telecommunication enterprises collaborative knowledgeinnovation system proposed in this paper, It may not only provide a new referencemodel for Chinese telecommunication enterprises during their collaborativeknowledge innovation process in theory, but also has an important practical meaningsto guide their developments and applications of the system, and enhance theircapabilities and level of collaborative knowledge innovation, and even enhance theirmarket competitiveness.
