Farmer income problem, is not only the majorproblemsthat the rural reform and development need to solve, but also the practicalproblems that Chinese government wants exert oneself to solve. Increasing farmerincome is the fundamental starting point and destination point of agriculture and ruraleconomic development. Hetian area Located in southern Xinjiang is the mostimpoverished area of the whole nation and Xinjiang.This paper uses the method of qualitative analysis, quantitative analysis,comparative analysis and system analysis method to the farmer income problem indetail and objective exposition. The first part introduces the concept and theory, theproblem of rural residents income is the need to realize social harmony and stability,promoting national unity; is the need to expand domestic demand, pullinge economicgrowth; is the need to progressive realization of social equity, balancing regionaldevelopment.The second part analysis the environmental factors that influence therural residents income from geography, politics, economy, humanities.The third partanalysis the income of rural residents from the longitudinal comparison analysis andhorizontal comparison analysis, draw the conclusion that rural dweller income grossgrowth, growth rate is steady in have litre, income level is relatively low; structure isadjusted ceaselessly, pluralistic trend, income structure is not reasonable.The fourthpart analysis the influence factors,the main factors are natural factors, institutionalfactors, market factors; the quality of the rural population, rural infrastructure,agricultural development level factors factors. In the fifth part, the rural residents’income of Hetian area of in the problem of existence, put forward by thegovernment through the innovation system environment, provide policy supportincreasing financial investment,improve infrastructure; to foster new-style farmer,enhance the peasants’ quality; to adjust industrial structure, expand the channels ofincreasing income; the development of modern agriculture, improve productionefficiency and other measures to increase and rural residents income.
