Led by the CPC Central Committee and the financial and fiscalsupport and benefit agriculture policy, the Xinjiang region’s agriculture and rural economyhas made considerable progress, the indicators booming, up and down Xinjiangconscientiously implement the Central tightly around agricultural production and farmers’income, rural prosperity as the goal, to work together, do solid work to overcome a variety ofdifficult challenges, and further consolidate the foundation for the development of agriculture,improving the agricultural service system, speed up the industrialization process ofagriculture, strengthen the people’s livelihood and career building, agriculture and rural areasin Xinjiang has maintained a strong momentum of development of the rural economyachieved rapid development, the farmers incomes effectiveness gratifying. Agricultural andrural development situation is good, strong support for a stable and rapid economicdevelopment, and effectively safeguard the overall situation of reform, development andstability.This article is in the context of China to build a moderately prosperous society andbuilding a new socialist countryside, financial support for agriculture policy researchXinjiang financial support for Xinjiang agriculture, rural economic development and farmers’incomes run effect, since the beginning of the21st century, along with the harmonioussociety in Xinjiang the needs of the construction of a new socialist countryside, under theleadership of the CPC Central Committee to support and benefit agriculture policy, theXinjiang government through financial and fiscal instruments to increase efforts to supportthe "three rural" development of Xinjiang. Promote the settlement of the "three rural" issuesin Xinjiang and Xinjiang socialist new countryside construction goals. As the core of the"three rural" issue, the income of the farmers are the most able to respond to the level of theagricultural and rural economic development. Farmers’ income growth affect China’smacroeconomic development and the construction of the socialist harmonious society, thispaper first analyzes the status of the financial policy of financial support for agriculture in Xinjiang, the statistical analysis of the results and the reasons; cointegration test based onvector error correction model and impulse response function econometric analysis methods,and empirical analysis into the policy run effects of financial support for agriculture inXinjiang. The results showed that, overall good condition, Xinjiang finance support foragriculture policy run effectively promote Xinjiang agriculture, rural economic developmentand farmers’ income. The policy run effects of financial support for agriculture in Xinjiang tobe improved. In real life, Xinjiang financial and fiscal support for agriculture policy runeffect subject to certain constraints, in order to give full play to Xinjiang financial support foragriculture policy efforts to support the "three rural" development of Xinjiang, accelerate thepromotion of rural economic and social development in Xinjiang to promote Xinjiang tospeed up building a new socialist rural areas, to build a well-off society in an all-round way.Finally, the proposed targeted suggestions provide a theoretical reference for monetary andfinancial sector in Xinjiang to support and policy making to better promote the economicdevelopment of Xinjiang agriculture, rural areas.
