Consumer credit is the economy develops to a certain degree, credit system developed toa certain level, in order to alleviate the contradiction between production and consumption,the consumption growth rate to the growth rate of production and the emergence of a financialservices products. Consumer credit as an effective means of regulation, consumer demand,promote the steady growth of the economy, improve the structure of bank assets play a veryimportant role.Urumqi city in1999to offer consumer credit, how to play its role in the development ofthis during the last decade, there are constraints what, is the main content of this paper andputs forward the countermeasures and suggestions to improve the consumer credit businessaccording to the limiting factor. This paper established the research ideas and methods on thebasis of domestic and foreign scholars on the research results. Based on the definition ofconsumer credit meaning, types, characteristics, combined with the theory of consumptionfunction theory and the bank asset management point of view on the effect of consumer andbanking, Consumer credit in the positive effect at the same time as inappropriate developmentwill also have the negative effect. Then through the empirical analysis of the effect of Urumqiand China’s consumer credit, effect can be drawn by comparing that the Urumqi cityconsumer credit is inefficient.Good environment in Urumqi city with the development of consumer credit, but thedevelopment was not sufficient, is mainly restricted by3factors. On the consumer side:income level constraints, the household savings rate remains stubbornly high, expected futureuncertainty, in the aspect of financial institutions: the main supply of consumer credit,consumer credit business cost is high for the large national commercial banks, consumercredit varieties of a single, can not meet the needs of consumers, in the social environment:problems of local government supporting services, the building of the social security systemis not perfect, the lack of personal credit evaluation system perfect. Therefore, to formulatethe corresponding measures from three aspects, promote the development of consumer credit.Improve the income of consumers, encouraging consumers to lower savings rate, increase theconfidence of consumers, financial institutions, construction of consumer credit center toreduce business costs, encourage national financial institutions outside the large commercial banks to develop the consumer credit, adhere to innovation, product innovation as the leading,the government to improve the social security system, perfecting personal credit evaluationsystem.
