A Study On Residents Social Old-aged Insurance System On The Perspective Overall And Balanced Urban-rural Development

With economic development and the intensification of the phenomenon ofpopulation aging，To further improve China’s old-aged insurance system hasbecome a common social requirements. Old-aged insurance relates to urban-rural residents’ basic living security and the stability of the society, it’s theinherent requirement of building a harmonious society. Although in recent yearsChina’s social pension insurance business has achieved great development, butthe old-age security system still needs further improvement and perfection. Inurban and rural areas, there are still a large number of elderly residents due tovarious reasons not included in pension coverage; Old-age security systemcoverage has "the bank of system ". Therefore, accelerating the construction of asound old-age insurance system, the old-age insurance system to cover allurban-rural residents, has become an imminent task. As an area whose economyis relatively developed, Jiaxing is the first city in China to establish a model of urban-rural social pension insurance system; the safeguard level increasedsignificantly, urban-rural residents, covering all aspects of breakthrough anddevelopment.The text is on the perspective overall and balanced urban-ruraldevelopment, the text is from the perspective of Urban-rural Overall Planning,studying on a new resident old-aged insurance system. The author finds thereasonable research perspective and research methods from review of relevantresearch and theory，Starting from the basic connotation, theoretical basis andinstitutional arrangements of urban-rural resident social old-aged insurancesystem. It demonstrates the necessity and feasibility of construction of theurban-rural resident social old-aged insurance system in the current situation.Basing on the foundation above, the author analyses the specific cases of thecurrent urban-rural social pension insurance system of Jiaxing, which mainlyincludes the foundation in reality to establish the system, the evolution of thesystem, content and evaluation of the system. Through analysis, it points out theproblems of system existing and the main cause of these problems.On thisbasis, Basing on the system of old-aged insurance of urban-rural resident societyin Jiaxing City, it put forward some policy suggestions and solutions to theproblem. These policy suggestions and solutions included in the publicity andguidance to increase the propaganda and guidance, in the system development toenhance the overall level and improve the incentive mechanism, in theimplementation of the system to strengthen the construction of social securityservice platform and enhance the government’s service level, in fundmanagement to increase the total amount of capital investment, strengthen theold-age insurance fund management and fund.
