Research On The New-pattern Social Insurance System For The Aged In Rural Areas Of The Social Development

According to the China’s2011sixth national population censussampling data,60years old population proportion of the totalpopulation of13.26%, that it has entered the aging society.New-type of rural society endowment insurance system isconsidered another benefit farming policy after abolishing of theagricultural taxation, agricultural allowance and New-type RuralCooperative Medical System. Therefore, accelerate andconsummate the new rural social endowment insurance system, isnot only the urgently request to promote the comprehensivedevelopment of rural economy and society, is to solve the problems ofthe current economic and social development in the solution also.The experimental units will be gradually added to fully cover therural residents of the right age.Firstly, this article is under the background that the countryactively explore to establish the new system of rural endowment insurance, analysis the theory basis of establishing and perfectingsystem of rural society endowment insurance, and elaborated thedevelopment of China’s rural society endowment insurance systemand practice experience. On the basis of the objective evaluation, putforward the necessity of establishing the new rural social endowmentinsurance system. Secondly, on the basis of the fact finding of WanRong, through the way of simple random sampling, respectively fromthe local farmers’ understanding of the new type of rural socialendowment insurance, such as the satisfaction of investigation andevaluation of the questionnaire, are focus on the new type of ruralsocial endowment insurance pilot, this paper analyzes the problemsexisting in the process. Finally, this article put forward the conceivethat to establish the basic endowment insurance system forfarmers, and advanced some suggestions on comprehensivelyadvancing the new rural social endowment insurance. For example,consummate the construction of the relevant laws and regulationssystem; optimize the design of the new agricultural insurancesystem, improve the farmers insurance interests; pay attention tothe government’s responsibility in terms of finance, managementand supervision; Accelerate the process of organization of agencyof management platform construction, etc.
