Based On The Resource-based Urban Development "Energy Growth Pole" Theory

Growth Pole theory, put forward by Perroux following with in-depth development by Myrdal,AO Hirschman and many other scholars, has successfully solved deals of problems that limitsthe development of neoclassical growth theory. As a theory of development of regionaleconomy, the concept of "energy growth pole" brings effective guidance to develope the citieswith abundant resources, and helps the resource-based city to avoid the "resource curse" andmake good use of their advantages. According to the" imbalance to balance" model in thetheory, the resource department is becoming the leader and core of development, whichpromotes other related industries through the absorption and diffusion effect, and finally helpsthe development of economy. The western development policy has brought greatopportunities to the minority areas of western China. However, the economic development inthese areas still has huge disparity comparing with the central and eastern region. The growthpole theory can be a powerful engine to drive the rapid development of western resource-richregion.Xinjiang with abundant natural gas and oil is the resource transportation in the West to EastProject and the supporting institution of China in Xinjiang and Central Asia oil and gaspipeline engineering. The first large oilfield, keramayi oilfield, was founded after the NewChina in Xinjiang. Keramayi has contributed crude oil and natural gas for years, and has beenan important representative of energy city in Xinjiang and the western areas, even in thewhole country. In recent years, with domestic and international oil price fluctuation, as well asthe increasing difficulties in exploitation and proven reserves cuts, keramayi has hugeproblems in development as a city depending on resource. The theory of relationship betweenenergy and economic development in the Energy Growth Pole is the key to solve suchproblems and the effective guidance of the development in the future.
