| High-tech SMEs play an irreplaceable role in China’s economy and in technologicalinnovation and technology industry in the long run. According to statistics, there are nearly65%of major technological innovation in the20th century come from tech SMEs, about65%of our patents,80%of industrial innovation from the science and technology SMEs. TechSMEs because of its flexible operational mechanism, grow fast becoming a highlight ofChina’s economic growth. Especially in the economic, cultural underdeveloped minority areas,the technology-based SMEs for the transformation of economic growth mode, expanding thetax increase employment, improve the added value of labor, enhance core competitivenessplays an indispensable role. However, due to the limit of the ethnic regional economic,cultural, scientific and technological development of SMEs is difficult, on the one hand,increasing the amount of money tech SMEs need a critical stage in its growth cycle, on theother hand, the lack of a reasonable policy guide the supply of funds is increasing the flow ofthe developed coastal areas.
