High-tech SMEs play an irreplaceable role in China’s economy and in technologicalinnovation and technology industry in the long run. According to statistics, there are nearly65%of major technological innovation in the20th century come from tech SMEs, about65%of our patents,80%of industrial innovation from the science and technology SMEs. TechSMEs because of its flexible operational mechanism, grow fast becoming a highlight ofChina’s economic growth. Especially in the economic, cultural underdeveloped minority areas,the technology-based SMEs for the transformation of economic growth mode, expanding thetax increase employment, improve the added value of labor, enhance core competitivenessplays an indispensable role. However, due to the limit of the ethnic regional economic,cultural, scientific and technological development of SMEs is difficult, on the one hand,increasing the amount of money tech SMEs need a critical stage in its growth cycle, on theother hand, the lack of a reasonable policy guide the supply of funds is increasing the flow ofthe developed coastal areas. It can be said that the lack of funds has become the primaryfactor restricting the development of technology-based SMEs in ethnic minority areas.In order to improve the eco-environment of Hi-Tech SMEs in ethnic minority areas, andguide funds allocated on a reasonable basis, SME financing policy to national regionalscientific and technological innovation as topics, from the government point of view, researchtech SMEs development policy options to promote ethnic minority areas in order to enhancetechnological competitiveness of the ethnic minority areas, in response to the strategicobjectives of nation-building in innovative developing countries. Third, build a completecapital market financing. Specific measures include: to promote the the GEM building;establishment of over-the-counter market. Fourth, strengthen the financial support of venturecapital for technology-based SMEs, specific measures include: effective combination of thegovernment’s public venture capital and private venture capital; widening the sources ofventure capital funds; improve the venture capital exit mechanism. Fifth, improve theself-construction of technology-based SMEs. Specific measures include: to improveenterprise management level; improve the corporate financial system; strengthen the sense ofintegrity.Government perspective tech SMEs financing environment policies and measures toimprove the ethnic minority areas, which has a certain reference value for the national techSMEs in the study of the status quo and the current policy shortcomings. However, due to thelimitations of the theory and practice, there are still some shortcomings in the breadth anddepth of the research, such as countermeasures to support the national scientific andtechnological development of SMEs is carried out based on the outstanding problems thatexist in the practice of the surveyed enterprises, their real value and effectiveness has yet to be the test of practice, which is the rest of this study should be in-depth and comprehensivecontent.
