This study based on the joint of the philosophy of history and logic, to analysis the reasonof the practical problems in the salary management system of senior manager in our state-ownedenterprises from the evolution of society. As the result, we can see the comprehensive change ofmanagement system (including the imperative change and the induced change) is the only powerfor the reform of the salary management system of senior manager in our state-owned enterprises.The result also point that the scientific, reasonable and effective salary management system ofsenior manager made by the manager (senior manager), producer (worker) and investor (country)work together. Overall, the three main reasons for the dilemma of the salary management systemof senior manager are the lack of the professional managers, the wrong information the seniormanager’s salary, the lack of supervision and the monopoly and quasi-monopoly inflate theperformance of senior manager. And make the annual salary system as the new developmentdirection of the salary management of state-owned enterprise in our country. Specifically, theway of paying to senior manager is one year by one. The compensation salary, the farewell andthe stimulation salary are the three parts of annual salary system。The compensation salary is thebasic salary, and it’s the compensation to the senior manager who use his brain and strength tofinish the needed workable. And it’s decided by the scale, the industry and the location of thecompany. The farewell is the replenish to the basic salary, which includes the earrings from themedical and the aging insurance, the expense of business trip and the reception and so on. Thereason of setting the stimulation salary is induce the senior manager to put their repayment andforwarding performance together, and that will push the manager to work effectively in now andthe long future. Comparing to other salary systems, annual salary system is much fittable to ourstate-owned company for now. And the committee of state-owned business can set up andimprove the corporation govern structure, that the scientific assessing system will get a bettersupervision to the state-owned enterprises.
