The state-owned enterprise senior manager is the inevitable product of the development of market economy and the reform of state-owned enterprises. With further reform of state-owned enterprise and China's entry into WTO, market competition gets fiercer day by day. The increasingly bigger scale of the state-owned enterprise compels the state-owned enterprise has a speedy growth in its demand for senior managers. So quite a few state-owned enterprises are trying to change their previous interest pattern and introduce senior managers for the post of senior management. Some senior managers still have no initiative or even no responsibility in spite that these state-owned enterprises they belong to have scientifically defined their interior right, duty and interest on the basis of modern company management structure principle. One main reason is the lack of incentive system of senior managers. How to improve them has always been a problem for state-owned enterprises. It's necessary to improve the construction of the incentive system of senior managers in order to carry out the system of senior managers in state-owned enterprises to have an obvious effect.What problems exist in the incentive system? (1) inadequate incentive level; (2) unreasonable income structure; (3) unscientific enterprise system; (4) unbalanced mentality of managers in state-owned enterprises in contrast with those in other ownership enterprises. Upon the basis of absorbing present successful experiences of domestic and foreign enterprise senior managers incentive we've studied and analyzed broadly, the incentive scheme on state-owned senior managers is put forward as follows. annual salary income incentive,stock income incentive,security income incentive,right of control incentive and CEO system,honor incentive,enterprise culture incentive,other incentives. The author, combing his many years'working experiences in state-owned enterprises, think that the eight barriers that should be ruled out to effectively carry out the senior manager incentive .
