Enterprise is the economic entity in order to achieve certain economic goals,and determine the organization’s activities to achieve its objectives in order tomeasure the extent of its strategic goals and organizational departments, teamsand individuals to achieve organizational goals contributionnature, are inseparablefrom a series of evaluation activities. With the rapid development of science and IT,the organizational structure, management model, customer demand, competitiveenvironment and so on in profound changes in the competitiveness of enterprises isno longer the number and cost of the competition, but the customer as thecenter,built on the basis of product quality, technological innovation and talentcompetition, the companies have entered the pursuit of long-term interests of astrategy to maximize operating times. In China, with the development of marketeconomy, the phenomenon of business rights and the separation of powers isincreasingly common, and how accurate and effective evaluation of theachievements of the enterprise management personnel to provide investors withinvestment earnings, so that operatorsget paid to their actual performance-related,in order to achieve an effective incentive and restraint of the operator, reducing theprincipal-agent costs, resolve internal staff control, improve enterprise economicoperation rate of the purpose of modern economics,an urgent problem in the theoryand practice of management, corporate strategy and performance evaluation, tohelp companies better achieve strategic development objectives, is the urgentproblem of China’s enterprises.With the globalization of socio-economic and cultural fields, there have beennew information technology, cultural industries into a new economic growth point tothe rapid development and increasing the proportion of the socio-economic. Withthe continuous development of cultural industries, it has become a pillar industry ofthe United States, Germany, Korea, Japan and other developed countries. Since the reform and opening up, China’s economy has a good momentum ofdevelopment, compared to China’s industrial structure and industrial structure hasbeen a major adjustment, overall national strength has also been a substantialcommission a major adjustment, these are a strong impetus to China’s culturalindustry. Beijing, Shanghai, Guangdong, Hunan, Hebei and other places havedeveloped a plan, introduced policies to develop the cultural industry. How to seizeopportunities, meet challenges, develop and implement a culture of enterprisedevelopment strategies to enhance the market competitiveness of the culturalenterprises, to be studied to address the issue.In this paper, strategic management, strategic human resource management,performance management, comprehensive evaluation of theories and methods, theuse of theoretical research and case studies combining quantitative and qualitativeanalysis method of combining the analysis of performance evaluation in the cultureof corporate strategic objectivesrole in the process, build a culture of corporatestrategy performance evaluation system. Finally, a cultural enterprises in HebeiProvince, cultural and corporate strategy performance evaluation system modelapproach to provide practical support to the application of cultural and corporatestrategy performance evaluation.
