In the modern economic society of high information, hi-tech and globalization, business management has already come to the era of strategic management. As an effective supervisory and administrative system, performance measurement of enterprise's operation is not merely an important mean by which enterprises carry on the self-supervision and self-discipline, but also a new management tool enterprises use to implement strategic management in the new competitive environment. With the high-speed development of the information technology, the competitive environment, institutional framework, management mode and customers' demands, etc. are all altering greatly. The traditional performance measurement system couldn't satisfy the need of business management and competitive environment in the information era. Thus, performance measurement system as an important part of management and control system, should adapt to the need.This article takes management theory and statistics theory as the instruction; takes the research of our country's enterprise strategic achievement appraisal system as the master line.Firstly, the article has studied the development of the domestic and foreign enterprises achievements appraisal, simultaneously studied the way of traditional system, the contemporary system and the system promulgated by Ministry of Finance, then pointed out their characteristic and insufficiency, for further study and develop the new enterprise achievements appraisal system, it lays the important foundation.Secondly, because the enterprise achievements appraisal system and the strategic management, the management control system, the excitation system have close relation, this article embark from strategy management and the interactive management control's angle, has promulgated the strategic achievements appraisal system's strategy implementation core mechanism, proposed based on the strategic management theory strategic achievements appraisal system.Thirdly, the article is based on Balanced scorecard (BSC) and the Economy Value Added (EVA), has constructed the enterprise strategic achievements appraisal system logical frame, has constructed a two dimension's system, which has internal achievements and exterior achievements, 8 first level targets, 17 second level targets, 28 three level targets, then explanations various level and target's mean in the target system.Finally as to construct We Zhou to become "the shoes Capital of China ", the article has studied the We Zhou shoe's manufacture industry's development, present situation and the realistic question, after the investigation, chosen an enterprise and applied the AHP and the Fuzzy appraisal method to evaluate the result of the performance synthesis. Then we make the policy suggestion about We Zhou which make it to become "the shoes Capital of China", Article finally proposed the paper's research result, and the research forecast.
