Xinjiang is China’s important energy production and reserve base, it is also theforefront of China’s opening to the west, as the safety of energy resources, land channel, itis significant. Xinjiang Energy consumption increased by10.2%in2010, manufacturingenergy consumption accounts for50.6%in the total energy consumption. Manufacturingenergy consumption accounted for more than half of the total energy consumption needs toget more attention, this part of the energy consumption level directly dominats Xinjiang’stotal energy consumption.Based on energy resources and development status in Xinjiang, the writer chooses thesituation of energy consumption in the manufacturing sector as the research object. Bycomprehensively analysing Xinjiang’s resource endowment and superior geographicalconditions, the writer considers manufacturing energy consumption in the overalleconomic and social development system in Xinjiang. By studying the theory of energyconsumption deeply and the manufacturing actual development in Xinjiang, the writeranalyzes the energy efficiency of manufacturing industry and predicts the total energyconsumption of manufacturing industry in Xinjiang. And then the writer analyzes theimpact of the the manufacturing energy consumption on industrial "three wastes"emissions in Xinjiang and studies co-integration relationship between them and establishesthe error correction model finally.Firstly, by using data envelopment analysis and energy consumption per unit ofoutput method, the writer studies the energy efficiency of manufacturing industrycomparatively in Xinjiang and has come to the highest energy efficiency industry whichare electrical machinery and equipment manufacturing industry, tobacco industry, leather,fur, feathers (down) and its products industry. Then the writer predicts the total energyconsumption of Manufacturing using the gray GM (1,1) model and time-series forecastingmethods. Finally,by studying Manufacturing Energy Consumption and industrial "threewastes" emissions relationship, the writer has come to the degree of influence aboutmanufacturing energy consumption on the "three wastes" emissions: industrial waste gas, industrial solid waste, industrial waste water.By co-integration analysis, the writer createserror correction mode of Manufacturing Energy Consumption and industrial waste gasemissions in Xinjiang, the results show, when the manufacturing energy consumptionincreased a unit, industrial waste gas emissions increased0.413342units.According to the above conclusions of the study, it is proposed to give priority to thedevelopment of Xinjiang’s advanced manufacturing industry, improve manufacturingefficiency of energy use, the study has practical significance of rational use ofManufacturing energy.
