Currently, in the research field of land administration, besides researches on landpolicies, land institutions, more people pay their attention on informationized developmentof land administration based on the developed technologies, and also land related service,in this paper, land transaction service is researched. Transparency is the field of landadministration is increasing of interest and has more attention at national and internationallevels especially in delivery of services (such as land transaction) for the citizens. Theformer researches on transparency of land transaction mainly focus on land policy reasons,marketing environments and corruptions. With development of digital technology, moretechniques are used in land transaction. Technology supports transparency in a decisiveway. Workflow Management Systems (WfMSs) are popular systems because of itsadvantages in supporting process management, especially reference architecture of WfMSwhich enhance transparency of land transaction. However, the literatures indicate WfMSreference architecture has some limitations on realizing better transparency. With databasetechnologies develop, more database knowledge are used for optimizations of WfMS, suchas concept of workflow database. The main aim of this research is to model a workflowdatabase in WfMS for better land transaction transparency.In this research, there are four steps: literature reviews, interviews, modelling andprototype. Literature reviews is to make clear of land transactions situation, problems andreasons in China, and decide to take Dutch land transactions to research, then guideChinese land market constructions. Interviews are for collecting information requirementsfor workflow database modelling; Modelling is based on first two steps results to design aconceptual workflow database. Prototype is to implement conceptual workflow database tovalidate research hypothesis powerfully.The initial results show: firstly the corruptions situation and its reasons in landtransactions in China, and through analysis advantages of Dutch land transactions, thendecide choosing them as research cases to guide Chinese land transactions informationizeddevelopment. Secondly, through analysis the limitations of WfMS Reference Model,workflow database concept is introduced to help WfMS for better transparency. Thirdly,how land transactions work in Netherlands and what information users have interests onare collected through interviews. After interviews, specific workflows of land transactionin Netherlands are identified, users consists of customers and professional users all haveinterests on states change of land transaction, and their preferable information are investigated. Fourthly after analysis of various states change, standard states change isdecided to be used in workflow database modelling. Fifthly workflow database is designedconceptually by class diagrams. Finally functional prototype is designed and implementedto validate the workflow database’s capacity of enhancing transparency of land transactionthrough supplying states information.
