Research On Rural Land Circulation Mode In China

Land is the basis for human survival and development, as well as a basic ensure of peasant’s life. In addition, it is also the fundamental production element. Survival a nd reproduction of human society cannot be carried on without the limited land resour ces. In recent years, the state has done a plenty of research on the main problems of ru ral reform and development, and the result shows that the way to solve the land probl em is to provide the farmers with more contractual rights of land, and to implement th e land contract relations that can be carried out for a long time.The paper is mainly made to conduct the research through the method of compar ative analysis, and a combination of theory and practice. And to some extent, it also made a reference of the land treatment experience of the main developed countries in the world. According to the present condition of the land circulation in Acheng Distri ct, it adopts the approach of system analysis to systematically study the land circulati on of Acheng District.This paper first briefly expounds the basic background of the current rural land c irculation policy in China and analyzes the research achievements of global land circu lation. Then, combining the basic theory and the theory of dual economic structure fo r agricultural modernization, land property rights and others, this paper comprehensiv ely elaborates the current typical domestic land circulation modes, and draws lessons from foreign experience of rural land circulation to describe the current situation, char acteristics and the existing problems of the rural land circulation in Acheng District, a nd to analyze the possible reasons to hinder the rural land circulation. Finally, the pap er constructs three rural land circulation modes, the land swap and unity mode, the ent erprise mode with farmers the shareholders, and the land rent enterprise mode.in addi ction, this paper also summarized the counterplans and suggestions of the implement of the countryside land transaction model on the basis of the current actual situations of Acheng area, to actively foster and perfect the construction of transaction from lan d usage rights to market, further specify the countryside land transaction procedure, enhance the propaganda work and complete Mediation arbitration system; to intensify policy suppport towards land transaction, perfect rural social security system and furt her strengthen the support to land transaction.
