| Land resource is the major productive factor which carry the special features ofthe bearing capablity. The point put forward by the18th Party Congress is that weshould increase the share of gain in land value to farmers. Therefore, in the process ofcoordinated development, we should analyse the internal mechanism of value-addedof urban land, to establish a benefit-sharing mechanism in the process of thecirculation of the rural land, the resonable expropriation gain of adjustmentmechanism which play a great crucial significate in analying the internal mechanismof land gain.This dissertation mainly focus on the sharing mechanism of the land gain,especially exploring the role of income distribution of land resources, by illustratingthe theory of land gain and influencing factors of land resources, presenting thenatural and social properties of the economic characteristics of the landgain,analysing the connotation of land gain from the perspective of efficiency andfairness, and summarize three sharing propositions of the land gain. Clarifying thelandowners, land employment right, land management rights and other interests of thesharing body and take seven aspects of the evaluation factors such as themarketization degree, supply and demand equilibrium degree, etc. Initialting landvalue-added gaining evaluation system and methods. Finally, take Baoji as example,analyzes the current condition and Baoji city’s land circulation, land contract andmanagement rights problems in the process of coordinated development and propose asolution. With the Fengxiang circulation mold and expropriation model, exploring theland gain from perspective of circulation and expropriation, and with the landevaluation system of land gain for these two modes are evaluated. It set a goodexample for the goal of realization the comparatively reasonable sharing between thevarious stakeholders and providing a theoretical basis for the development andimplementation of related policiemaking. |
