Research On The Landless Peasants’ Social Resettlement

In the process of urbanization in China，a considerable part of the resettlement oflandless peasants problems are not solved properly because of the institutions reasons, leadingto some farmers not only landless and unemployed, but also lack the necessary social securitybecoming a new disadvantaged groups, which led to petitions and even mass incidents occurfrequently, seriously affected sustainable economic development and social stability.Taking Wei yang district Xi’an as a specific examples, through field visits andquestionnaire in Da bai yang，Li xia hao and Fan bei villages all located in the city outskirts,Ithink that the main problems are:Single way of compensation for land acquisitioncompensation standard and low compensation standards;absence of the government in theprocess of resettlement of landless peasants;landless peasants without an effectivere-employment system;low level of co-ordination of social resettlement for landless peasantsand low protection limit.Then, through detailed analysis and comparison of four typical resettlement of landlesspeasants mode in our country:resettlement mode of "land for security" type of Jia xing,Zhejiang, Shanghai“town insurance” placement mode, Changsha Xianjia,“to resettlement,thecomprehensive development”resettlement mode, Shijiazhuang Huaidi village’s"focus on thedevelopment type" resettlement mode,I analyzed and discussed their strengths andweaknesses separately.Then put forward three general principle of socialresettlement,including the principle of government-led,shared responsibility;relative livingstandards are not reduced principles and to ensure fair,balance between efficiency.From theold-age security, health care, employment protection and minimum living guarantee four basicsocial security to build social resettlement of landless peasants system,finally,three importantmeasures to improve the social resettlement of landless peasants system including:the landlesspeasants reintegrate legal construction;strengthen the supervision of land acquisitioncompensation and to establish reasonable peasants benefit-sharing mechanisms.
