Low carbon is the trend of the future urban development. Statistics suggest that, ofall the volume of carbon discharged, a lot is from the transportation industry. Thus, it isvery important to study the low-carbon transportation. Public transportation is not only themain transport in the city, but also an important way to realize low-carbon transport. Withthe same passengers, compared to the other transportations, the public transportation candischarge less carbon. So we can reduce the carbon discharged by using more publictransportation, and reach the goal of low-carbon city. How much passenger capacity do weneed to achieve this goal? And what kind of measures do we need to achieve a reasonablepublic transportation passenger proportion? This essay determines the scale ofdevelopment of the urban public transportation by doing the quantitative research betweenthe public transportation and the low-carbon city emission reduction index. Also, it studieshow to improve the passenger proportion of the public transportation.First of all, in the perspective of city transportation, this essay elaborates thequantitative study of the reasonable proportion of public transportation in the future citytransportation by introducing the concept of public transportation bearing rate. It discovershow to calculate this rate and its meaning of the development of transport.Secondly, based on the public transportation bearing rate, this essay studies how toraise the public transportation proportion. And discusses the public transportation’sdevelopment strategy which adapts to most cities.Finally, based on the above methods of research of the public transportation bearingrate, taken Wuhan as an example, this essay does quantitative study of publictransportation bearing rate which will be needed in making the low-carbon city andcalculate the least transportation bearing rate needed by analyzing the traffic data andenergy data. And based on this calculation, it discovers the development strategy of futuretransportation in Wuhan.We determine the method of how to calculate public transportation bearing rate.With this method, we can estimate the public transportation bearing rate needed inachieving emission reduction. This essay also raises the macro strategy of the development of public transportation in4aspects, which are operating capital, theplanning of city center, passenger transfer, and the limitation of private cars. The researchsuggests that, although the public transportation bearing rate in Wuhan is high, it stilldoesn’t meet the standard of emission reduction in China. We need to raise this rate. Andwe come up with some suggestions for developing the low-carbon city and publictransportation.
