Tai’an city public transport company is a traditional state-owned and medium-sized city public traffic transportation enterprises, in recent years, as the city public transportation passenger transport market opening degree increased gradually, the further development of enterprises are facing many challenges and threats. At the same time, along with the society of whole city economy and city tourism industry’s rapid development, people’s income level rise ceaselessly, residents and tourists in the city within a safe and convenient travel demand increases increasingly, urgent need of city public traffic increasing transport capacity, expand the coverage of city bus lines, these give Tai’an city public transportation company’s development provides a good new opportunity. But, want to accelerate the development of business enterprises, the Tai’an public transport company, threat and challenge coexist. In the future the increasingly fierce market competition and the advent of high oil prices, how to scientifically and reasonably determine the development strategy of the enterprise, strive to win in the city public passenger transport market management right to gradually open up the future development advantage, this is Tai’an city public transportation company the problem that solves urgently currently. Therefore, this paper will Tai’an city public transportation company’s development strategy as the research subject, trying to pass on their development strategy research, to help enterprises make full use of their advantages and favorable external factors, formulate scientific and rational development strategy, to ensure that the enterprise continues the fast healthy development.This paper takes the enterprise strategy management theory as the main theoretical basis, using the theory of enterprise management, competitive strategy theory, economics theory, human resources management theory and other aspects of knowledge, of the Tai’an public transport company’s external environment and internal environment, the use of PEST, five forces model, SWOT, grand strategy matrix and other tools are analyzed in detail, to fully understand their own advantages, disadvantages and the external opportunities and threats. The full analysis as the basis, for the enterprise to make the market expansion strategy and resource integration strategy, and for the two strategy carry out offerred specific and feasible measures and solutions.Bound by the system of planned economy, our country city public transportation passenger transport market has not formed the perfect, fully competitive mechanism, city public transportation enterprise is not completely out of planned economy management mode, the general lack of development and competitive consciousness. Tai’an city public transport company as the tourism as the leading industry of medium-sized city public transportation company, has a strong representative significance.
