Logistics is a productive service industry, playing an important role in the healthy development of the national economy, "the Logistics Industry Restructuring and Revitalization Plan" laid the foundations for the further implementation of the status of the industry. Global emissions of greenhouse gases has increased dramatically in recent years, leading to increased ecological and energy crisis deepens, and low carbon economy has been paid more and more attention. As a large energy consumption and carbon emissions industry, low-carbon logistics development is an inevitable choice in the background of low carbon economy. So, it is necessary to measure the logistics low-carbon degree of logistics to grasp of low-carbon development level from the whole, to take targeted measures to improve, to promote the logistics industry transformation and upgrading, improve the quality of low carbon economy.On the basis of literature makes a scientific analysis of the development status of low carbon logistics,finding that the low carbon logistics in China is still in the initial stage of rapid development, has made some achievements, but there are also many problems, such as lack of targeted policies and effective regulatory system, the logistics of carbon emission standard is not perfect, inadequate research and development of low-carbon technologies and equipment applications. Among them,the effect of low carbon logistics infrastructure, low carbon logistics technology and equipment application level, logistics information technology application level, application level of advanced mode of transport, low carbon logistics social economic environment of low carbon development of logistics. Based on the analysis of current situation and influencing factors of the development of low carbon logistics, construct the low carbon logistics development index system of inland city from four aspects of logistics facilities and equipment, operating scale, technology, resources and environment, selection of freight turnover of 21 specific indicators. Using Data Envelopment Analysis(DEA) to calculate the index of relative low carbon efficiency, Analytic Network Process(ANP) to determine the weight of each index through ANP-DEA model,which is a quantitative measure of inland city logistics and low-carbon development index, using relevant data of Henan in 2013 to do empirical research.Application of index system constructed to scientifically measures low-carbon development index of inland city logistics, making a reasonable evaluation of low carbon logistics level to effectively promote the sustainable development of the logistics industry.
