Research On New Rural Organization For Economic Cooperation In China

The new rural organizations for economic cooperation have great effect on raisingfarmers’ social status, increasing farmers’ income, easing social contradiction andmaintaining social stability. The organization advocated the democratic idea of cooperation,which not only promotes the democratization of countryside, but also helps the governmentfunction transformation and leadership change. Along with our country "social managementinnovation" concept proposed, as the important nongovernmental organizations to solve theproblem of agriculture, rural areas and farmers, rural cooperative economic organizationsreenter the researchers’ view. This article is under the background of it.This article studies the organization for economic cooperation development presentsituation, mainly through the analysis of the governance structure, organization structureand management structure, founds the obstacle factors of restricting its development.Organization structure is affected by the outside world, which mainly manifests therelationship with government. Besides, outside forces, such as manufacturers, externalintervention, affect the independence and safeguard the rights and interests of farmers. Interms of management structure, one is the organization system is not perfect, such as thearticles of association, the finance system, supervisor system, personnel rewards andpunishment system, feedback system shortage, which leads the articles of association into adead letter. The second is that management level is limited, knowledge management leveland members of democratic participation is not high. The third is that the organization islack of finance and supervision agencies. The fourth is organizational mechanism is notenough, for example, the decision-making mechanism does not fully arouse the enthusiasmof members, benefit distribution mechanism further increases management crisis.Adopting comparative analysis method, this article obtains relevant experience fromthe rural organization for economic cooperation in European and American that have longhistory and successful experience and provides some feasible development ideas, withcontacting local actual. In the government macroscopic management, first of all, this paperuses western experience that using legislation secures cooperation economic organization,such as the form of status, power and responsibility, and the government administration, to prevent long lead, cross and vacuum zone. Secondly, this paper puts forward proposal thatthe government should give relevant financial support, to ensure the independence of theorganization for economic cooperation. In terms of internal management, censorship, returnprofit distribution system and the corresponding financial system construction plays apositive role on improving cooperative economy organization status and peasants’participation motivation.
