Research On General Land Use Planning Implementation Evaluation System

General land use planning is the overall arrangement of land use and protection in a specificarea, which plays a very important role on homeland security protection and its sustainabledevelopment. The evaluation of general land use planning is based on objective facts, it gives acomprehensive evaluation of the government’s general land use planning implementation, with thepurpose to provide a scientific base for timely modification and partial adjustment. So to strengthenthe research on general land use planning implementation evacuation will counts a lot to improvethe scientificity and feasibility of plan, as well as to perfect and develop general land use theoryand methods.This paper deeply analyzes the basic concept, the research contents, and the research methodsof general land use planning and its implementation evaluation. Based on system analysis of theabove, the writer finally takes the thought of multiple factors comprehensive evaluation into thestudy. With reference to relevant land use planning evaluation index system, combining with themain contents of general land use planning implementation evaluation, and to select principles instrict accordance with indexes, the writer sets up an evaluation index system and makes relevantstandards. Using standardized method in making index data to a dimensionless status, repeatedlytakes principal component analysis (pca) to determine evaluation index weight step by step andquantitative evaluation, this paper finally comprehensively scores the effects of general land useplanning implementation.In this paper, the writer takes the situation of yinzhou, Ningbo for example. With reference tosocial, economic, ecological and land use data in2006-2011, the writer evaluates the effects ofyinzhou district general land use planning implementation in a method of combining qualitativeand quantitative analysis. According to evaluation index in yinzhou district, comparing the data ofcontrol index and the plan index, the writer shows the implementation status with qualitativeanalysis; takes various counties (city) area in ningbo as the observation point, gives a principalelement analysis of three first-level index, that is, planning control, land use and planningefficiency. Classifies planning and implementation effect as perfect, good and general; Takescontrol indicators implementation degree, degree of intensive utilization of land, land developmentand utilization, the structure of the social and economic benefits, ecological benefits5second-levelindex in repeatedly principal component analysis, obtains effect of planning implementation of the comprehensive is good. On the basis of the above analysis, the writer summarizes the problems inthe process of planning implementation, and proposes the corresponding measures and suggestions.
