Based On The Overall Tibet Autonomous Region Urban Affordable Housing System

With the rapid development of China’s socialist market economy, domestic housing system has also been undergoing an essential change. Commercial houses have replaced the previous welfare lotteries, which causes the climbing prices. Therefore affordable housing system has been called by the influence of significant housing problems and government’s concerns.Under the construction of affordable housing throughout the country, the Tibet Autonomous Region Government have responded and acted positively, including building low-rent houses, temporary-use houses to improve the living conditions of urban residents. However, Tibet is facing a culture difference in terms of geography, history and economic development. Especially when their low but fast developing urbanization encounters the country’s economy leaping, we are warned that a more reality based as well as comparatively completed affordable housing system in Tibet is needed.This dissertation contains five chapters. chapter I and chapter Ⅱ theoretically defines the concept of affordable housing, illustrating the importance of affordable housing with an uncompleted non-competitive and limited exclusivity; While outlines theories of equity, efficiency, the filter housing and housing system reformation in our country. Chapter Ⅲ and IV analyze the Tibet Autonomous Region town residents housing status through prices income ratio. The supply and needs reflect our current autonomous region housing construction progress slowly, faulty legal system, and simplified exit system and unreasonable site.Chapter V summarized the representative pattern of Xiamen, Chongqing and Yunnan models, and maked suggestions including seeking financial support and information sharing platform perfection particular to Tibet Autonomous Region affordable housing system.Based on the overall Tibet Autonomous Region urban affordable housing system operation, this dissertation not only analyzes each part in an order of current situation--questions-suggestions, but also draws on the experience in other parts of the construction, aiming to achieve the target of forming a healthy affordable housing system.
