Research On Assessment Of General Land Use Planning

As Chinese urbanization moved forward, land has been the basic factor in developing all the resources and environment elements sustainably. It also has significant impact on running national economy. China has a large population while the amount of land is a limit. Rapid industrial development and urbanization has proposed high demand of using land intensively. The General Planning of Land Utilization is a kind of institution belongs to land use control institution based on Chinese land system which protect land in a legal way from unreasonable use. How it works has relations with land sustainable use and also with national economy healthily developing. Urban general land use planning is an important part between provincial general use planning and county general use planning in the general land use planning system. Based on the land system, China has executed two General Planning of Land Utilization, and the third General Planning of Land Utilization over the country is under revising.In June,2004, the Ministry of Land and Resources released a notification about assessment before revising the new General Planning of Land Utilization. It requires that the following provincial or city level General Planning of Land Utilization must be evaluated overall before revising. So, the assessment of the General Planning of Land Utilization is of important value to both summarizing the last General Planning of Land Utilization and guiding the next one. The research on the assessment of general land use planning is still on the way. This paper tries to establish a scientific assessment system of general land use planning and access the city general land use planning in a scientific way. This paper firstly analyses the characteristic of the General Planning of Land Utilization and the situation of it in China, and proposes a scientific way of assessment which guide to establish a evaluation system, introducing AHP and comprehensive evaluation of the utility function ideas. At last, this paper gives an example as the application of the evaluation system. This evaluation model has offer a scientific evaluation criteria and a method system in assessment of the General Planning of Land Utilization in the future.
