This thesis takes free-opening city parks as example to analyze theproblems faced by quasi-public goods in the city and find outcountermeasures to make it better. At the beginning, the thesis tells thereason why city parks are quasi-public goods. Because of thefree-opening of city parks, a series of problems comes out. There arethree of them mainly. First of all, the income of parks reduced. Then,communal facilities and environment in the park are destroyed, whichleads to the higher cost of park management. Besides, it’s more difficultfor the park manager to ensure the security of the park.To solve these problems, the thesis uses the successful experiencein China and abroad for reference. Through doing research on ShanghaiGuhua Park and combining the practical situation together, it works outsome countermeasures.Firstly, the manager of free-opening city parks must look forfinancial supports not only from the government, but also from thesociety investment and donation, such as setting up a fund for parkmanagement. Secondly, improve park management with the aid of the third sector. However, since the third sector is still in its infancy, it needshelp from the government. In addition, it must improve itself instantlyand work under the supervision of both government and society. Thirdly,there must be laws and regulations to protect the management of parks.Laws and regulations on park management should be more operable.Besides, it is necessary to improve the management system of parks. Theestablishment of supervision system is important to the more effectivepark management.
