Study On The Dynamic Management Of The Land Expropriation’s Social Stability Risk

With the rapid development of economy, the process of urbanization in our countrybecome more and more quickly, a large number of agricultural land is levied, manyfarmers lost their land, and their living standard declines, some regions also have theproblem of distribution of interests and the ecological environment, that causing conflictbetween the officer and civil, collective appeal, which has been a serious threat toChina’s social harmony and stability. According to statistics, the social contradictionscaused by land expropriation are increasing, become the main problems in our country.At present, the country has introduced the relevant documents,social stability riskassessment must bu carried out before making land acquisition and other importantmatters. But, most assessment just do begin the land acquistionprojects,however,various risk factors are in the dynamic changing.Therefore, thisarticle is based on the theory of dynamic risk management to research the landexpropriation dynamic management of social stability risk.This article first define the connotation of land expropriation’s social stability risk,divide the Land expropriation process, and building a dynamic management model ofland levying social stability risk based on the theory of Dynamic riskmanagement.Secondly,the paper summarizes the characteristics and process of theland acquistion process of social stability risk identification, making a risk identificationmodel and identified the key factors in land expropriation. The paper use FuzzyComprehensive Evaluation、risk rating to quantify the land expropriation’s social stability risk and divide risk level, establish a risk assessment model.Then, building aland expropriation’s social stability risk dynamic response model and landexpropriation’s social stability risk dynamic monitoring model and provide measuresfor key factors. Last, through a project of xi ’an land expropriation prove this model isfeasible and reasonable.Through the research of this thesis, can help the government and relateddepartments manage the Land expropriation’s social stability risk, So as to takeeffective measures, prevent risk events occur, ensure social harmony and stability.
