With the State Council approved The National reform of the old industrial base adjustment planning(2013-2022)in March 2013,it had proposed to support the old industrial area relocation and reconstruction,and has embarked on the national old urban industrial zone relocation and transformation.Industrial zone relocation and transformation work of high pollution,high emission what originally built in the first and second Five-Year plan and has made outstanding contributions to the industrial city is imperative.Throughout the major projects in recent years,mass incidents have been on the rise.The main reasons are the resettlement compensation of workers,the realization of land,fund raising,spatial layout planning,construction management and so on;especially the vital interests of the masses,the occurrence of masses incidents may cause by any carelessness.Therefore,the State has formulated mechanisms and methods for risk assessment of social stability in major projects,with a view to reducing the incidence of such incidents at source.However,in the research field of social stability risk assessment of the integral movement and reconstruction of large-scale industrial areas,a set of recognized authority evaluation models has not been formed so far.Moreover,such projects are rare in the past,but similar to the relocation project will be more and more in green development Transformation project.As one of the 21 urban old industrial areas of relocation and reconstruction which announced by National Development and Reform Commission,the government of Zhuzhou had commissioned a third party project consultant institution to evaluate social stability risk of the project before relocation and transformation work of Qingshuitang old industrial area officially started.The evaluation work is mainly supported by my tutor team,and this paper is the core report of the assessment report what has been assessed by the experts from politics and law committee of Zhuzhou.This paper uses the method of theoretical research and case analysis to seek the model of social stability risk assessment for the integral relocation and reconstruction of large-scale industrial areas,and puts forward the corresponding risk factors and the risk aversion recommendations for the project,to ensure its successful completion.First of all,this paper combs domestic and foreign literatures,analyzes the research status of social stability risk assessment at home and abroad,and provides ideas for social stability risk assessment of movement and reconstruction of industrial zone.Secondly,it summarizes the theory of social stability risk assessment,and it gives the risk assessment process.Then the paper introduces the general situation of the old industrial area in Qingshuitang and analyzes the necessity of the relocation and reconstruction.What's more,the paper can investigate and distinguish the project risk investigation and establish an evaluation index system for this project.And then use the analytic hierarchy process and the fuzzy comprehensive evaluation method to carry on the social stability risk assessment to the integral relocation and reconstruction project of the old industrial area in Qingshuitang.Finally,putting forward the corresponding risk prevention and mitigation measures and then evaluating this project again,and coming up with assessment conclusions and recommendations for the government.
