Risk Assessment Of Social Stability In The Whole Process Of Demolition And Resettlement Project

With the continuous improvement of urbanization development level and the acceleration of urban reconstruction,there will be a large number of people's livelihood projects such as demolition,reconstruction,resettlement and relocation.These demolition and reconstruction projects,involving a wide range of people,a large number of participants,and complex interest demands,are likely to cause fierce conflicts between the relocated households,the local government,and the public security organs,causing social instability risks.However,at present,the research on the social instability risk of the resettlement project is still insufficient.Most of the work focus of the government and relevant departments are still in the stage of demolition.In fact,the fetching stage is also one of the most important stages.Based on this background,this paper makes the following five studies.1.Based on the whole process and the subjective and objective two-dimensional perspective of the demolition and resettlement project,the whole process of the demolition and resettlement is divided into the demolition stage,the resettlement transition stage and the relocation and resettlement stage.In each stage,the subjective and objective perspective is used for secondary discussion,and a total of 31 possible social stability risk factors are selected.2.Through expert interview and investigation,using the method of expert authority coefficient,18 social stability risk assessment indexes of demolition and resettlement projects are selected.3.After the second expert investigation and brainstorming,the fuzzy DEMATEL method is used to define the influence relationship between the two of the 18 factor indexes,and through the analysis of the factor nature,the key cause factors and key result factors are identified,the risk transmission path is combed,and the importance of each risk index factor is sorted,and finally the whole resettlement project is constructed Social stability risk assessment model of process.4.With the help of crystal ball software,the overall social stability risk of the relocation project is analyzed by computer simulation of risk probability and risk level in stages,and the risk level and risk probability of the simulation project in three different stages are obtained.5.Finally,according to the key cause factors,key result factors and important interest driving factors in each stage,the corresponding countermeasures and suggestions are put forward.Finally,this paper constructs the social stability risk assessment model of the whole process of resettlement project,and draws the following three conclusions.In the whole process of demolition and resettlement project.1.The stage of return and resettlement is also one of the very important stages.2.The "wrong guidance of public opinion" is the most important risk influencing factor of social stability.3.There is a strong causal relationship between risk factors.The social stability risk assessment system,the risk prediction value simulation method and the final countermeasures and suggestions of the demolition and resettlement project constructed in this paper have strong practical significance for the guidance of the actual work direction of the demolition and resettlement,the check of policy omissions and the verification of policy improvement effect.
