Research On Standardized Estimation On The Risk Of Social Stability Regarding Land Expropriation

As the development of economic society,the land expropriation behavior becomes more and more frequent.It is not unusual that illegal expropriation and forced demolition and relocation cause petition and mass incidents in recent years.The uniqueness and complexity of land expropriation are salient in our country.In 2012,the number of mass incidents arising from land expropriation in rural areas and urban housing demolition and relocation accounts for 20% of total amount of mass incidents.This kind of group incident has become major concealed troubles endangering social stability and restricted the new urbanization development of our country.Therefore,it is very important to apply a risk assessment mechanism during making policies concerning land expropriate projects.Owing to the late development and short development period of social stability risk assessment system,it has less systematic and scientific theory supports and needs the guidance of multidisciplinary theories and approaches.The social contradictions occur frequently under the background of domestic risk society.The social stability risk assessment often involves the vital interests of the people and produces a tough challenge to the traditional risk assessment manner in our country.It is particularly important to identify and filter the risk points from the risk source,change the decision-making ideas of decision-making bodies,optimize the decision-making cost of government,promote the coordinated balance between state power and civil rights and establish normalized social stability risk assessment system related to land expropriation.During the period of constructing social stability risk assessment system related to land expropriation,the analysis prediction and research and judgment assessment to the risk through scientific approaches and means,discovery of concealed troubles influencing social stability as well as application of efficient measures of predicting,reducing and resolving social stability risk have crucial practical and directive significance to perform the land expropriation and sustain social stability.In terms of current social stability risk assessment system,there are many serious problems restricting the operation of this system and impeding the development of the entire system,such as the lack of authoritative political texts,shortage of quantitative rating research in the establishment of indicator system,fuzzy position to the function of assessment bodies,unreasonable assessment procedure structure as well as no prompt construction of emergency warning and guarantee mechanism.Therefore,the author by vertically analyzing the practical experience of land expropriation risk assessment in various provinces and cities in China,and laterally comparing risk management practice at home and abroad,and learning rich experience from other countries and international institutions,attempted to standardize the contents of the system assessing social stability risk under land expropriation,thus providing guarantee for resolving social risks.The article can be divided into five parts: the introduction briefly describes the research background and significance of assessing social stability risk under land expropriation,practice situations,research status at home and abroad,research thoughts and methods of the paper,main contents and research innovation points.Chapter one is the basic theory ofland expropriation’s social stability risk assessment.It mainly states the basic theory of research and concrete content summary of assessment system;Chapter two is practice research and evaluation of land expropriation’s social stability risk assessment system.It mainly studies Suining,Tongren and Huai’an mode and summarizes their common ground and problems;Chapter three is abroad risk management experience.It mainly studies and comments on American risk assessment system,Britain London City risk assessment system and EU food safety risk assessment mechanism.Chapter four puts suggestion on standardization of land expropriation’s social stability risk assessment.It mainly states some aspects,which is completing legislation system,clearing the subject function of assessment,scienfic risk identification,completing assessment program and constructing risk pre-warning security mechanism.
