Research On Science And Technology Resource Optimal Allocation In Henan Province

The twenty-first Century is the era of knowledge economy, science andtechnology is the first productivity which is validated by the social and economicdevelopment. Science and technology is the prime power to promote the developmentof economic society. Science and technology, as the power source of regional economydevelopment, also is the primary resource in knowledge economy ages.With the improvement of the degree of economic globalization, the competitionof comprehensive national strength is the competition of innovation ability. Scienceand technology resources are the most important strategic resource, the input is animportant basis for national innovation capacity, and fundamentally decides thecountry’s level of innovation and innovation performance. Therefore, the level ofscience and technology resources allocation directly affects the power and direction ofregional economic development. Under this background, the research on science andtechnology resource optimal allocation in Henan province has an important theoreticalsignificance and practical value. So as to our reasonable use science and technologyresources, speeding up the construction of Central Economic Zone and implementingthe strategy of sustainable development.Firstly, based on the study of domestic and foreign literature, the papersystematically introduces the related theories about science and technology resourceoptimal allocation, including the meaning of science and technology resource, thecharacter of science and technology resource, the meaning of science and technologyresources allocation and the system of science and technology resources allocation;Secondly, the paper analyzes the current situation of Henan science and technologyresources allocation and constructs the evaluation model from the angle of input andoutput; Thirdly, based on constructing the evaluation model, the paper uses the DEA-Malmquist model and the Super-Efficiency-DEA model to analyze the science and technology resources allocation in Henan; Finally, the paper researches and evaluatesthe analyzed results of science and technology resources allocation in Henan Province,and puts forward some countermeasures to optimize the allocation of science andtechnology resources in Henan.
