As a resource-based region, there has exposed many problems thatseriously affected sustainable development of economy and society for ShanxiProvince over many years. In the year2010, the establishment of nationalcomprehensive pilot area of resource-based economy’s reforming marked thebeginning to explore the road of resource-based economy’s reforming in ShanxiProvince. For realizing the reforming of resource-based economy, it has topromote the upgrading of industrial structure actively, to cultivate high and newtechnology industry vigorously, to promote the development of economy andsociety in Shanxi Province with technological innovation. Because resources ofscience and technology are the foundation of high and new technologyindustry’s development, how to allocate the resources of science and technologyeffectively became one of the important factors that affect high and newtechnology industry’s development.In view of this condition, the priority now is to study the allocation patternof science and technology in high and new technology industry, to find theproblems, to explore the causes, to seek the effective ways that improve theallocation of science and technology resources, to put forward some suggestions,so as to hit the mark that guide and support high and new technology industry’sbenign development. From this prospective, it has important and far-reachingpractical significance to research the allocation efficiency of science andtechnology in high and new technology industry of Shanxi Province.On the base of related researches at home and abroad, according to thetheory of new classical economics, the theory of resource scarcity, the theory ofnew institutional economics and the theory of system, this paper firstly defined the element of science and technology resources and its configurationenvironment in high and new technology industry. Secondly, form the presentconditions of Shanxi Province, it built the measure index system of science andtechnology resources’ allocation efficiency in high and new technology industryand estimated the allocation efficiency of science and technology resources inhigh and new technology industry of Shanxi Province longitudinally andtransversely with the super efficiency DEA model. Thirdly, it using the paneldata model empirically analyzed the impact factors of the allocation efficiencyof science and technology resources in high and new technology industry ofShanxi Province according five research hypotheses based on configurationenvironment.The study found: From2003to2013, the comprehensive allocationefficiency of science and technology resources in high and new technologyindustries of Shanxi Province is volatile and does not present a rising trendoverall. And the pure technical efficiency’s variation tendency is consistent withthe comprehensive efficiency. In2013, the comprehensive allocation efficiencyof Shanxi Province is located in the six in the six province of the central region,which demonstrates the investments of science and technology resources areobviously inadequate. But the pure technical efficiency is the highest of all,which indicates that the high and new technology industry of Shanxi Provincecan obtain the highest output with the minimal input. From the perspective ofthe efficiency of returns to scale, the high and new technology industries ofShanxi Province is at the status of increasing returns to scale, so ShanxiProvince should continue to increase investment in science and technologyresources. The result of empirical study of impact factors of science andtechnology resources in high and new technology industry of Shanxi Provinceshown that regional openness, the degree of attaching great importance toeducation and the level of industrial structure presented a significant positiveeffect, while the R&D investment intensity presented a significant negative effect and the economic development level presented no significant impact.The innovation of this paper lies in:(1) In the matter of establishment of themeasure index system of science and technology resources’ allocationefficiency in high and new technology industry, it added science and technologymaterial and information resources into the traditional estimating index systemto ensure the integrality of estimation.(2) The paper not only estimated theallocation efficiency of science and technology resources in high and newtechnology industry of Shanxi Province, but also empirically analyzed theexternal impact factors of this effective, which made the research of allocationefficiency of science and technology resources in high and new technologyindustry more comprehensive.
