With the developing of economic globalization and the gradual formation of the system of knowledge economy, the comprehensive competitiveness of country or area are reflected in the science and technology competitiveness, the countries and areas in the world attach more and more attention to the development of national science and technology level. Research shows, the quantity and quality of science and technology resources is an important material base of national culture innovation ability, it essentially determines the national level of innovation and innovation performance. And the science and technology human resources is the core component of science and technology resources, it’s the most innovative and revolutionary. At the same time, it’s the important material carrier of science and technology knowledge production, dissemination and application, and it is reflected in all links and aspects in the process of innovation, it has been the first resource in economic and social development. Therefore, how to fully exert the efficiency of human resources of science and technology is a national or regional issues of common concern. As a strong technology province, the quality and speed of the development of science and technology human resources in Jiangsu Province plays an extremely important role on China’s economic and social development, Although early in1989,Jiangsu Province first proposed the "strategy of science and technology", the current level of science and technology human resources input and output efficiency is still low, the South-Jiangsu, Mid-Jiangsu and North-Jiangsu had obvious region difference at present, so it is very necessary. to research how to give full play to the role of science and technology human resources and increasing the input-output efficiency of science and technology human resources.On the base of the analysis of the correlative science and technology human resources researches, this paper first analyses the input-output condition of Jiangsu science and technology human resources during the period of2004-2011, Through horizontal and vertical comparison,it allows us to accurately grasp the overall situation of science and technology human resources of Jiangsu Province; Secondly, using the improved DEA model to evaluate the efficiency of science and technology human resource input-output of13cities in Jiangsu province during the period of2004-2011,we can get the results of TE、PTE and SE; Thirdly, according to the method of Malmquist index analysis, we can get total factor productivity and its decomposition of science and technology human resources around the city in Jiangsu province; Finally, based on the above analysis, we can find out the influence factors of the input-output efficiency of science and technology human resources around the city in Jiangsu province and put forward corresponding countermeasures and suggestions.
