The Research On Competitiveness Comparative Evaluation Of Technology-based SMEs In Hebei

In recent years, with the high technology, high risk, high income characteristics techenology-based SMEs pull a wave of the regional economic development, and become hot spot problems in the management theory and practice research area. Small and mid-sized enterprise have flexible system, products with high added value and high technology content, high-level talents relatively gathered together,and a huge potential for development. Small and mid-sized enterprise no matter from promoting economic growth and increasing employment opportunities, exporting,playing a very important role on economic development and social stability, but at the same time the rapid development in the process also meet with many difficulties, because this kind of enterprise scale is relatively small, the financing channel is narrow, outstanding performance in small and mid-sized enterprise imply a bigger technology risk, financial risk, market risk and ownership risk.SMEs is relatively weak on the human resources, the scale of the enterprise, financial strength, financing ability, its problem of great risk and weak ability lead to the difficulties of captial,research and development,and management, restricted the potential development of small and mid-sized enterprise, lead to Smes a weak competitiveness, it is difficult to SMEs in complex business environment for survival and realizing the sustainable development.Through years of rapid development, Small and mid-sized enterprise in hebei province has now become one of the most active factors of market economy, make great contribution to our province’s prosperitive economy and sustainable development. Small and mid-sized enterprise is the force of enhancing the ability of independent innovation, an important carrier of accelerating the cultivation and development of the strategic new industry, an important force of promoting the construction of an innovative city. However, with the market competition intensifies in our province, the problems is increasingly prominent and need to be solved urgently, such as small innovation strength, weak competitive advantage, big management risk, the ability of sustainable development issues.Therefore, it is a promotion to improve the competitiveness of tech-based SMEs and strengthen the hatch and fostering tech-based SMEs for speeding up the transformation of the mode of economic development, adjusting and optimizing industrial structure, and actively constructing innovative city in our province.Based on the small and mid-sized enterprise in hebei province as the research object, this paper establish a scientific and reasonable competitiveness evaluation index system according to the SMEs characteristics,in the basis of systematic study of the domestic and overseas scholars research results,from the current situation of the small and mid-sized enterprise.This paper also establish the competitiveness of small and mid-sized enterprise evaluation model by using the comprehensive evaluation method which is combining the analytic hierarchy process (ahp) with grey system theory. At the last part of the paper, there is a empirical analysis comparing the other10representative province, with small and mid-sized enterprise in hebei province as the evaluation objects.According to the results of provinces competitiveness comparative evaluation, this paper put forward the small and mid-sized enterprise competitiveness in hebei province countermeasures.
