China has become the biggest automobile producer in the world in2009while thecompetitiveness of China’s automobile industry is still weak. At first, the market shareof the self-owned brand cars is relatively small and the industry remains depending onforeign brand and technology. Moreover, China’s auto industry lacks a well-knowninternational brand and an international auto enterprise. However, the homeaudio-visual equipment, computer, communications equipment and other industrieshave established their international competitiveness with the same resources andinstitutional context, while the auto industry has not formed its internationalcompetitiveness. This paper analyzes the problems with the theory of sectoral system ofinnovation (SSI).The sectoral systems of innovation are the study of the collaboration of all theaspects in the industry in order to realize technological innovation and improveindustrial competitiveness ultimately. The operating performance of the sectoralsystems of innovation in auto industry directly affects the innovation capability andcompetitiveness of auto industry. This paper studies the performance of the SSI in autoindustry and researches the defects and improving directions with the framework ofsectoral systems of innovation.This paper launches a study on the theory of sectoral systems of innovation basedon existing relevant literature and explores and proposes the factors and analysis modelof sectoral systems of innovation, which paves the way for the establishment of theevaluation model and evaluation index system of the performance of sectoral systems ofinnovation. Next, with this evaluation model this paper evaluates the performances ofSSI in auto industry, computer industry, household audio-visual equipment industry andtelecommunications equipment industry with the method of principle componentanalysis and data envelopment analysis. Finally, the paper comparatively analyzes theperformances of the SSI in these four industries.The evaluation results show that the performance of sectoral systems ofinnovation in China auto industry is in the low level. China auto industry is faced withinsufficient innovation input and unbalance of innovation output. At the same time,innovative transformation process faces inefficiency, but it is in a gradual improvement. Finally, the paper gives the policy recommendations on improving the performance ofsectoral systems of innovation in China auto industry.
