Enterprise human resources crisis is a series of dynamic results that make humanresource itself does not adapt to the strategic goal of the enterprise and not give full playto the potential capacity. Due to changes of internal and external environment of theorganization, human resource crisis would worsen the human resources situation. Atpresent, most of the enterprises could not effectively identify the situation of humanresources crisis, and they are lack of prevention awareness to human resources crisis.On the contrary, they trace the origins of crisis after a crisis occurred, and then take apassive response and handling to alleviate the crisis, yet the loss of the enterprise werealready happened and it made little effect. Therefore, it is necessary to build a humanresources crisis forewarning system model that can effectively weaken its influence tothe enterprise’s development, by which enterprises could analyze the causes of humanresources crisis and take corresponding measures.This paper determined the connotation of human resource crisis and current statusof research on human resource crisis forewarning through literature research, and thenanalyzed manifestation of human resource crisis in the financial, customers, internalbusiness, learning and growth based on Balanced Scorecard theory, built an evaluationmodel for enterprise human resources crisis forewarning that consists of an evaluationindicator-system and the weight of the indicators confirmed by methods Delphi andAHP. There were3first-class indicators including financial aspect, internal businessand learning&growth, and20secondary indicators in this indicator-system. In order toverify that the model was practical and predictability, this paper investigated thesituation of human resources of Digital China (China) Ltd which was in the period ofstructural transformation, and came to a conclusion that its human resources was inmoderate or low crisis. There were5indicators in poorer class, including failure rate ofleader’s instruction, completion rate of employee’s performance plan, rationality of employee’s salary structure, competitive power of employee’s salary and staff turnoverrate. Thus, we traced of the causes of human resources crisis, and put forward thecorresponding countermeasures to enterprises.In a word, this paper focus on enterprise crisis forewarning management, byconstructing a crisis forewarning evaluation model that could find the presages of thecrisis, helps enterprises make self-diagnosis to the status of human resources, andprovides preventive measures and practical reference for enterprises.
