The level of enterprise management decision enterprise prosperity and decline, andthe human resource management level restricts. With the increasing competition of humanresources and the expansion of the scale of enterprises, the human resources crisis hasattracted more and more attention. Relevant investigation shows that the enterprises oftenface the crisis and human resources crisis has become the most often face the crisis that thecrisis brought about major disaster to the enterprise operation. T company is a traditionalstate-owned enterprises, since the end of twentieth Century, the enterprise has obtained theconsiderable development, enterprise production scale rapid expansion, the output value ofenterprises rapid growth, social reputation continue to improve, but with the developmentof the enterprises, the traditional state-owned management system began to restrict thedevelopment of the enterprise, lack of professionals and talents, lack of talent reserve;overstaffing, more personnel than work available; organizational communication is notsmooth, mutually making excuses buck-passing; neglecting non-material incentive,incentive mechanisms of aging; lack of planning and training development problems in thedevelopment of occupation workers are increasingly manifesting, also many hidden risks,all these will make the further development of enterprises limited. Therefore, research on Tcompany human resources crisis identification index system, timely control the humanresource crisis, formulate specific measures, the adverse effects of the crisis to a minimum,so as to promote the sustainable and healthy development of enterprises has importanttheoretical significance and practical value.In this paper, based on the state of human resource management of organizations andhuman resources crisis management theory and the T, combined with the existing humanresource management problems of T company and enterprise management idea, of thecompany T’s human resources crisis identification index system of preliminary ideas anddesign, including4first-level indicators,19Two level indexes; and then use Delphy expertanalysis method and the analytic hierarchy process to optimize the selection of indicators, construct the system of crisis identification index is composed of4dimensions,17indicators of two specific indicators, again uses the AHP to determine the index weight;then using fuzzy comprehensive evaluation method to determine human resources crisisstate of T company; finally put forward the crisis prevention and crisis coping strategies,for management reference.This paper uses the combination of quantitative and qualitative research methods, onthe status of human resource management of T company conducted in-depth research, totake full account of the T business environment and management characteristics,construction with distinct for system crisis identification index and practicability, and fullyoptimized correction and determine the weight of index system by the analytic hierarchyprocess, through the calculation of fuzzy comprehensive evaluation of the use ofmathematics in the human resource crisis evaluation of T state, and the validation status ofenterprise, scientific proof of the identification index system and operability.
