Research On The Construction&Management Of Jiangsu EPA Emergency Material

Through the point of view of the world, in recent years, large-scale emergencies areincreasingly frequent attacks on our world, such as the "911" terrorist attacks, theIndonesian tsunami, SARS virus, the Wenchuan earthquake. As large-scale emergenciesoccur frequently, emergency administration has been paid more and more attention, andeffective transportation scheduling on the emergency materials is one of the key factors forthe success of the emergency management. In dealing with sudden public events,emergency material supply plays a key role, the need for monitoring and dispatching fromeach link of reserves, production capacity and transportation etc. At present, theemergency supplies production enterprises, transport and reserve unit is very difficult tocarry out the information sharing and data exchange, in the event of an emergency occurs,it is difficult to provide the needed supplies to respond to emergencies.This paper is mainly divided into six parts, the introduction presents the researchquestions, explains the research background and significance, summarizes the domesticand foreign research present situation and evaluation, and then explain the purpose andmethod of the research. The second part is an overview of relevant and supply chainmanagement theory, analyzing the characteristics and connotation of supply chainmanagement and logistics, supply chain management and logistics mode, connotation andcharacteristics of emergency material supply chain management and logistics, finally theemergency material supply chain management and logistics mode are introduced. Thethird part is the analysis to establish the emergency materials center and call mechanismon environment in Jiangsu Province, from the two aspects of the macro environment andmicro environment, from the macro environment, the establishment of Jiangsu emergencycenter government and financial support, economic environment of emergency suppliescenter’s strong, people on the environmental emergencies understanding makes peoplemore hope to establish emergency center, technology also can provide correspondingsupport for emergency center; microcosmic aspects, advantage more, the existence ofhosting some question weaknesses, but the people there are urgent demands, but there arecertain difficulties for materials reserve quantity and variety of choice. The fourth part is the design of emergency strategy for environmental protection department of JiangsuProvince, the emergency center, the first is the construction of emergency material baseregion corresponding to the issue on the choice of policy analysis, it is concluded that weshould establish in Nanjing, Wuxi, Huaian three, then to design the management ofemergency supplies and call mechanism, gives the specific management and call systemthe fifth part, discusses the emergency logistics and distribution management.
