In recent times of the knowledge-based economy condition, corporate orientation has turned into human resource orientation. Human resource has truly become the first resource in the corporation which is the most important motivation in creating corporate values.In western countries, human resource has become the main factor in analyzing the values of corporate investment for stock analysts.Basically, the strategic objectives of the organization are finally decided by the levels that human resources to achieve different functions within the organizational performance. But it is inadvisable to discuss the realization of performance without considering any affecting factors of human itself. Therefore with the help of the competency management tool to push and enhance the abilities of the employees and then promoting the implementation of strategic objectives in the organizational performance that must be followed by any companies. The article describes starting from competency to performance with introducing qualities, knowledge and skills, competency standards, employee performance, performance management and application of performance results. In addition to that, analyzing current situation of performance appraisal system and existing problems for A company, combining related theory of performance management and discussion on competency correlation, comprehensively using competency management, job evaluation, KPI performance methods, performance improvement plans to design a performance management system with competency based, and fully taking incentives and constraints into effect and increasing the initiative of the employees which are used to promote the core competitiveness of enterprises.
