Performance appraisal is one of the core content of human resource management, perfect performance appraisal system not only can effectively implement performance management, but also help enterprises to improve management level and achieve enterprise development strategy. The purpose of this paper is to study the building of the performance appraisal system based on KPI through scientific method, so that can deal with the problems of tobacco industry. Because of the unified leadership, vertical management, and monopoly management system, tobacco industry has to face appraisal contradiction between employees, subjective evaluation, mere formality, and not adapt legal regulations and development strategy of the new reality about tobacco control.The first part and the second part of the article mainly introduce the background and significance of the selected topic. Understanding of the relevant theoretical research results through literature research. The third part through resent situation analysis of performance appraisal of tobacco industry at home and abroad, knowing the performance management level of tobacco industry. After mastering cognition level and satisfaction degree of employees in present performance appraisal system, so that can analysis of the problems of enterprises. The fourth part clears business development strategy through SWOT analysis at first, established KPI index database under the idea of Balanced score card which used the methods of SMART analysis, causal relationship, management flow chart, target decomposition and so on. Finally determine the index weight and evaluation criteria by weight factor method, and classify indicators. The fifth part structured institutional guarantee so that can strength the use of assessment results, and make sure the results can effectively feedback and keep continuous improvement. The sixth part is the conclusion, which built a KPI index database in three-level and two-class that suitable for enterprise development.This paper solved the contradiction between the first-line employees and non-first-line employees in the industry. It can objectively reflect the employee’s contribution to the enterprise. The application of performance appraisal can result to the performance communication and improvement, so that contribute to effectively motivating staff. It can not only achieve the short-term benefits of enterprises but also take into account the long-term development of enterprises and employees. The process of index decomposition, method for classification and grading of index database, and the application of assessment results all make significance on building performance appraisal system in same industry and same nature enterprises.
