To Perfect China’s New Rural Social Pension Insurance System Of Fiscal Policy

With the development of market economy, the gap between urban and rural areasgrowing increasingly,serious phenomenon of the aging population, the rural old-age issuesbecome increasingly prominent, the establishment of rural social endowment insurancesystem, has become the major issues that affect national stability and economic sustainabledevelopment. Henan which is located in the Central Plains is a major agricultural and themost populated province, the aging of the population is worsening, the income level offarmers is lower, improving the rural social endowment insurance problem in HenanProvince is not only the inevitable requirement of rural economic development and socialprogress, but also the institutional guarantee for solving the "three agricultural issues andbuilding a moderately prosperous society. In the during operation of the new rural socialpension insurance,there are still some problems and contradictions to be solved, whichrequires further analysis and research to promote the continuous development andimprovement of the system.Firstly, this paper sort out the course of the China’s new rural social endowmentinsurance system’s development, focusing on the development of the "New rural socialpension insurance " system in Henan province, and then describes the theoretical basis forthe article. Secondly, this study defines some concepts which are related with the Chinesenew rural social pension insurance system, points out the specific object clearly, followedtaking the Henan new rural social pension insurance system development for example,using qualitative analysis and quantitative analysis to identify the financial aspects of itsdevelopment process problems and analyzed the problem from five sides; Finally,according to the new rural social pension insurance system of Henan province’s existingproblems and the reasons,this paper puts forward several paoposals,such as the legislationfirstly, a clear government financial transfer payment responsibilities, improve fundsupervision and management system and so on,contribute to improving the Chinese newrural social pension insurance system.All the study are made to find some in favor of thenew rural social pension insurance development revelation, to lay the foundation for furtherresearch of the new rural social pension insurance.
