With the rapid economic development, the environment is getting worse, especiallyglobal warming issue is also getting worse caused by green house gas emissions. Extremeweather continue to emerge, the ecological balance is damaged seriously, humandevelopment and even survival is under threat. Low-carbon economy comes into beingunder this situation. The logistics industry as the second largest source of carbonemissions, plays a significant role in saving energy and reducing emissions. Theclosed-loop logistics can effectively reduce carbon emissions. The studies on closed-looplogistics network design in low-carbon economy background have a very importantsignificance in saving energy and reducing emissions.This paper is established on a large number of literatures and research results on thelow-carbon economy and the closed-loop logistics, introduce concepts on the low-carboneconomy and the closed-loop logistics and analysis the relationship between them. Afterexplaining the closed-loop logistics network design principles, methods and carbonemissions quantification methods, we design a closed-loop logistics network model withthe target including both lowest carbon emissions and lowest cost. This article does notconsider carbon emissions in the earlier case, and only solve the logistics network designproblem. Due to the network nodes selecting as mixed integer model, that problem use theGenetic Algorithms to settle it. After logistics network design problem settled, we use thelevel of investment in low-carbon technology to evaluate their carbon emissions. Finally,this paper use processing center site selection of mobile phone recycling network, whichneed to determine the number and location and low-carbon technology investment level ofthe processing center, to verify the validity of the model.How to study the low-carbon economy and the closed-loop logistics as a whole iswhat this paper focuses on. Our target is to enable enterprises to achieve carbon emissionsmission and to ensure the lowest cost. In the end we provide some useful comments onimplementation low-carbon strategies.
