Performance management is a system management activity of human resourcemanagement. When entered the era of knowledge economy, performance management,especially the key performance indicators (KPI) plays a more and more important role inthe organization. It has become the center human resources management of enterprise.There are some defects in traditional performance management methods. And the KPIperformance management, based on strategic objectives of enterprise, will make itsbroader space for development.Firstly, it has defined the relevant theory from the theory of enterprise strategic goals,performance management mode, and the strategy of KPI performance managementmethods. We also reviewed and analyzed the enterprise strategic target, and then weextracted the KPI into enterprise level and department level.Secondly, we established the KPI performance management model based on strategictargets. A comparative analysis of all kinds of performance management, we put forwardthe concept of performance management and the essence of KPI. And then we analyzedthe strategic of enterprise, according to the strategic target characteristics we guided theestablishment of KPI performance management system. And when enterprise strategictarget is determined, we made the KPI system decomposition at different levels.Then, according to the target of human resource development strategy of TianjinXingang shipment heavy industry, by SWOT analysis, we put forward four kinds ofstrategic target of human resource management. According to the strategic target, thecompany’s KPI system is decomposed into core business management department Partydepartment, administrative department as example, we designed management KPIquantization scheme, with the core business center, shop as an example design of the corebusiness of KPI quantization scheme. As a result, the KPI performance management, fromenterprise level, department level and job level, can better meet the target of humanresource development strategy of the company, which will realize common to the strategicobjectives of the company. Finally, we analysis the organization and implementation by the view of humanresource performance management, including introduction talents, fostering talents,training talents and retain talents.
