In2011, the financial report issued by wind power manufacturer continually showedthat this industry still remained in the doldrums. With Europe’s troubled economies and US’sgloomy economic background, the global wind power manufacturing industry maybe enterinto an adjustment period. After mergers and acquisitions advance triumphantly growing, itis an indisputable fact that the growth speed of the global wind power manufacturingindustry (including China) has slowed down. As the main market of wind powermanufacturing industry, Chinese Macroeconomics still keep steady under the energyinstruction adjustment and vigorously renewable energy development, and enhance theindustrial confidence. Though technical innovation, human resource adjustment anddiversification expansion, wind power manufacturing industry is trying to break out of anencirclement with multipath.To adapt to the new conditions and changes request under this background, focus on thehuman resource development and management, it is very significant to establish a scientificreasonable performance management system combined with the company reality, fullyarouse the staff’s initiative, enthusiasm and creativity, and improve company’scompetitiveness.Base on study and summary of Performance Management theory, taking BVQ asresearch subject, author makes a depth analysis current situation, looks for the problems andshortages in their Performance Management System. At the same time, with the combinationof modern Performance Management theory and company reality, propose an general idea ofPerformance Management Research and Redesign of BVQ. With the combination of TargetManagement and Key Performance Indicators, formulate implementation of performanceappraisal corresponding to top management, middle management and normal office staff onbasis of the general idea, and has initially formed Performance Management System. Toexpand company advantages and increase company sustainable development ability, discusshow to establish a reasonable, effective and suitable Performance Management System for the whole group company development strategy in small and medium-sized enterprisescompany, represented by BVQ company. Constructing a perfect Performance ManagementSystem is in order to achieve the company’s strategy management target, and performancemanagement target will be adjusted according to the different stage of company development.On this basis, propose some advices to Performance Appraisal Management System of BVQcombined with the company reality, and identify the system limitation and the further studyplan in the future.This paper shows BVQ have to establish a modern human resource management system,if they want to adapt to new marketing and develop continuously. Through the practicalapplication in BVQ, combine the management theory and practice perfectly. At the sametime, hope to give some reference to the human resource management in the similarcompany. In short, company’s Performance Management System construction is a systemproject, also a long-term and planned work, it needs to formulate a suitable PerformanceManagement mode corresponding to the company’s development strategy, businessenvironment and its own characteristics, and make adjustment in time according to thereality, the scientific management system could be established.
